In the cabin of the plane

It is allowed to carry two healthy adult animals or three puppies in the aircraft cabin at the same time. All pets must sit in the same carrier. The total weight of the animals with the container is up to 8 kg. In the carrier, the pet should behave quietly and calmly and feel quite comfortable. It is prohibited to hold a pet in your arms.

To transport your pet in the cabin or in the luggage compartment, you need to choose the right carrier. There are a number of requirements for containers in which pets will be kept during the flight. It is important to know how to choose the right carrier for your dog. After all, the animal’s comfort in flight depends on this.

The soft carrier is designed for transporting small animals in the cabin. The animal is placed in a bag or small plastic container and carried on board as ordinary hand luggage.

The size of a carrier for small dogs on an airplane is: 1 m 15 cm (the sum of three dimensions). The weight of the cage together with the animal itself is only up to 8 kg. The bottom is lined with material that quickly absorbs moisture and unpleasant odors. The portable cage bag must have a secure lock and handles. During the flight, the container rests on the lap or under the seat in front of the person sitting in front. It cannot be placed on the next seat or in the overhead compartment for hand luggage.

For large animals, dog containers are used to transport them. The requirements for them are: comfort, the ability to stand on their paws and turn around. The weight of the cage with the animal is from 8 to 32 (50) kg. A container for transporting large dogs must have the following dimensions: from 1 m 55 cm to 2 m 3 cm (the combined size of three sides).

All dog crates are made of durable plastic or metal and have holes at the top for ventilation. The door is metal. The bottom is waterproof. The carrier is locked with a secure lock. Who should not be transported?

According to the rules for transporting animals on an airplane, the following are not accepted on board:

  • brachycephalic breeds (pug, Pekingese, bulldog, boxer);
  • sick or experimental animals;
  • dogs that are too large (50 kg);
  • pregnant animals;
  • small puppies (up to 3 months);
  • pets over 10 years old who have chronic diseases.

An air passenger may be refused permission to fly a pet if there is no quota for the animal on a particular flight. One reason for failure may be the inability to maintain the proper temperature in the cargo compartment. A citizen with a dog may not be allowed on the flight if the breed does not correspond to that previously specified in the document, or the owner does not have all the certificates for the flight of his pet. If an animal demonstrates restless or aggressive behavior, it will not be allowed on board, even in a container.

General principles

When planning to travel with a dog on an airplane, you need to take into account that the rules for transporting animals differ slightly in different airlines. Therefore, you should check with the specific carrier for exact information.

But there are conditions common to all. Some of them are established by Order of the Ministry of Transport of the Russian Federation No. 82, others are dictated by safety measures:

  • no more than 5 animals are allowed on the plane at a time;
  • The carriage of dogs must be reported at least 36 hours before departure;
  • obtain appropriate permission for transportation from the airline;
  • the dog must be accompanied by a legally capable person over 18 years of age;
  • when booking a ticket, indicate the breed, height, weight (with and without container), cage dimensions;
  • the animal undergoes a final examination by a veterinarian at the airport;
  • the individual is microchipped and vaccinated against rabies, the vaccination period is no less than 3 weeks before the flight and no more than a year.


For the comfort of other people on board, the dog must be clean and free of any strong odor. She is trained in boxing in advance. Aggression and anxiety are not desirable.

Who should not be transported

The following are not allowed to fly:

  • Dogs of brachycephalic breeds - bulldogs, pugs, shih tsu, boxers, chins, mastiffs, Boston terriers, Pekingese. Due to their short snout, they will have respiratory and cardiovascular problems during flight.
  • Sick individuals.
  • Experimental animals.
  • Dogs whose weight together with the container exceeds 50 kg.

Why might they not let me in?

The airline has the right to refuse to transport a dog if:

  • the owner did not inform airline employees about the animal in advance;
  • the breed does not correspond to the declared one;
  • there are no necessary documents;
  • the animal's travel has not been paid for;
  • because of a pet, there are potential problems for company employees and passengers;
  • the dog container does not comply with the rules;


Another point is the suitability of the vessel for transporting animals. If a company doesn't have compliant aircraft or can't provide proper ventilation and temperature control in the cargo area, you won't be able to bring your dog with you.

Exceptions to the rules - guide dogs and service animals

A guide dog or service animal is permitted in the aircraft cabin. This category of animals is allowed on board regardless of their weight or breed. True, they must have muzzles and short leashes. Owners and their pets enter the salon first. The animal is tied to a seat in flight. It should not sit in the aisle and disturb other air passengers.

A guide dog that accompanies a visually impaired person flies free of charge. The air passenger must have a disability certificate and the entire package of documents for his guide. The dog must undergo special training. The animal can also accompany a disabled minor who is over 12 years old.

A canine service dog flying with a federal employee is allowed in the cabin, but its transportation must be paid for. The cost of transportation corresponds to a special tariff. A person flying with a service dog must have a certificate confirming his status. The animal must have a document confirming that it has undergone special training.

Requirements for containers

All boxes, regardless of size, must be:

  • made of durable plastic;
  • have a quality certificate;
  • equipped with ventilation holes at the top;
  • with metal door;
  • with smooth inner walls without protrusions;
  • with a waterproof solid bottom;
  • equipped with strong locks - padlocks are undesirable, as they can break during the flight;
  • comfortable for the dog so that it can sit, stand, lie down, and turn around;
  • with holes of optimal size - so that the dog cannot stick his paws or tail into them.

The box for transportation in the cabin should be no more than 115 cm in the sum of 3 dimensions. The minimum cage size for the luggage compartment is 155 cm.

Some carriers allow small dogs (up to 3 kg) to be carried as hand luggage. They are allowed to be placed in wicker baskets or bags for carrying dogs up to 135 cm in size.

The bottom of the carrier is covered with bedding, and the top with a moisture-absorbing diaper. The collar is put on the dog, and the leash is placed at the bottom of the cage.

Necessary documents for transporting an animal

What documents are required for a pet to fly:

  • veterinary passport for flights within Russia;
  • veterinary certificate (form No. 1) when traveling abroad.

It is recommended that the animal be vaccinated against rabies 30 days before departure. It is valid for one year. The veterinary passport contains the breed, name, weight, age, information about the owner, information about vaccinations. The veterinary certificate is issued on the basis of the veterinary passport. It also contains all the information about vaccinations. The certificate is issued by the veterinary service, and it confirms that the pet has no dangerous diseases. However, such a document is valid only for 5 days from the date of issue.

Each animal undergoes veterinary control at the airport. It lasts 40 minutes. You can go through veterinary control a day before departure and receive a document for transporting your pet (boarding pass). The veterinary control officer puts a stamp on the animal’s veterinary passport.

Do I need to buy a ticket?

You don't need to buy a plane ticket for your dog. It flies like non-standard luggage. There is an additional charge for transporting the animal in the luggage compartment or as hand luggage. The cost of the service is added to the total price of the air ticket.

Required documents

When transporting a dog across Russia and the CIS countries, you will need 2 documents: a veterinary passport and a state certificate.

The veterinary passport indicates the dog's breed, color, age, gender, nickname, owner's contact information, vaccination and antiparasitic treatment records.

State veterinary certificate No. 1 is issued on the basis of a veterinary passport. Issued at the state veterinary station with the obligatory presence of an animal.

Contains the same information as the previous document, with additional information about the route and the results of the control inspection. The form is valid for up to 5 days.

Additionally, they may request a certificate of microchipping.

How to prepare your dog for a flight and what to take with you?

It is recommended to prepare your dog for the flight in advance. To do this, she is not fed 2–4 hours before departure. All dogs are allowed on the plane only in cages. It is necessary to purchase such a container in advance and train your pet to stay in it for a long time.

You can transport your dog if you first undergo veterinary control. This means that you need to arrive at the airport 2–3 hours before departure. Before entering the airport terminal, you need to walk your pet.

You can only take a veterinary kit and water on board the plane. It is not recommended to feed the animal during the flight. Be sure to have plastic bags and wet wipes with you.

Dog owners want their pets to sleep during the flight. However, giving sleeping pills to animals is not recommended. It lowers blood pressure, and the dog can die in flight.

What is important to know when booking

Initially, you need to familiarize yourself with the rules for transporting animals of the airline where you purchased your tickets. When booking, you must indicate that a dog is traveling with the passenger. At the same time, its weight and dimensions of the container are indicated.

Note. If the animal weighs 5-8 kg, you can check whether a soft small bag is suitable for transporting it.

You must also indicate the breed of the dog. It is worth considering that many airlines prohibit the carriage of brachycephalic dog breeds. It is better to reserve a place for your pet in advance, as the number of places on board for them is limited.

Before the flight, the dog must be shown to the veterinarian, who receives it directly at the airport. First you need to clarify its operating hours. You may need to arrive several hours before departure.

Features of flights abroad

If your pet is traveling abroad with its owner on a plane, you must first learn the rules for transporting the animal. Each country and airline company sets its own restrictions. There are states that do not allow the import of any dogs. Some prohibit the import of only fighting breeds. Your pet will also need additional vaccinations. Upon arrival in some foreign countries, the animal will be asked to be quarantined. It can last 14 days or several months. While the dog is being checked, the owner is forced to pay for its maintenance.

Requirements for transporting a pet abroad:

  • international veterinary certificate;
  • the breed is not breeding, not valuable (otherwise you need additional permission from the canine service);
  • the pet is microchipped;
  • the blood has been checked and there are rabies vaccinations;
  • sticker with information in English.

Veterinary certificate of international standard

An international veterinary certificate is issued on the basis of a veterinary certificate in Form No. 1, which is valid for only 5 days. At the pre-vet control point, dog owners receive an international sample document for their pet’s flight. However, it is valid only for 90 days. The international certificate must be kept throughout the entire trip. With it, the animal will be able to leave a foreign country.

You are at the airport

You must arrive at the airport in advance to undergo veterinary control. At the airport veterinary point, you must exchange the veterinary certificate Form No. 1 (issued by the veterinary clinic) for an international veterinary certificate Form No. 5. This must be done if you are flying abroad with your dog. This usually doesn't take too long. Make sure in advance that your pet has all the necessary vaccinations for flying to another country.

Having received an international certificate, you go for registration. Immediately go to the counter without queuing and tell them that you have a reservation for a dog. The dog (along with the container) will be weighed and you will be given a receipt to pay for the “dog ticket”.

With this receipt you go to the ticket office and pay for the carriage of the dog there. The rules for transporting dogs on an airplane state that carriage of a dog is paid as the cost of excess baggage weight (based on the weight of the animal) at first class fares and is not deducted from the total weight of allowed baggage. The first time Jack and I flew abroad, due to our inexperience, we stood in line at the check-in counter. And when, after standing in line, it turned out that we still had to run and pay for Jack as baggage, we almost missed the flight. Don't repeat our mistakes.

After paying for your dog's transportation, you return back to the front desk and complete the paperwork process. If the dog is large, then airport employees take the container with it for loading into the luggage compartment of the plane. Well, if the dog is small, you must put it in the carrier and follow it further for inspection and boarding.

When passing through the metal detector frame, the dog must be picked up and the container placed on the baggage scanning belt.

According to the rules for transporting dogs on board an airplane, the container with the dog must be placed on the floor next to the owner. And the dog must be inside the container during the flight. When the plane takes off, you can ask the flight attendant for permission to take the dog out of the carrier and pick it up. On domestic flights we were sometimes allowed to do this, but on international flights we were strictly prohibited.

In January 2022, changes appeared regarding the execution of Form No. 1 when traveling with a dog within the borders of Russia. The fact is that now the dog does not need this certificate to purchase a ticket. This is stated in paragraph 16 of the Order of the Ministry of Agriculture of the Russian Federation dated December 27, 2016 No. 589 “On approval of veterinary rules for organizing work on the preparation of veterinary accompanying documents, the procedure for the preparation of veterinary accompanying documents in electronic form and the procedure for the preparation of veterinary accompanying documents on paper” (Registered in the Ministry of Justice of Russia December 30, 2016 No. 45094). Cost of transporting dogs in various airlines

The flight of the animal must be paid additionally. It is processed as non-standard luggage. An airline passenger pays for a pet, even when not carrying carry-on or checked baggage. The transportation of each dog is paid separately.

The transportation of any animal must be agreed upon with the airline staff in advance (72–36 hours in advance). Before booking a flight, you must obtain permission to fly your pet. Payment for transportation can be fixed or depend on the weight of the pet.

How much does it cost to transport a pet from different air carriers (in rubles):

Pets are rarely allowed on charter flights. If an air carrier agrees to fly a dog on board an airliner, the cost of such a service may be 100 or 200 euros.

When can an airline refuse to transport animals?

  • There is no quota for transporting animals on board;
  • The service has not been previously agreed upon or confirmed;
  • There are no documents to register the animal for the flight;
  • Transportation of the animal is not paid for (not included in the standard baggage allowance);
  • The animal’s behavior is too restless and threatening;

How to transport a dog unaccompanied?

Some air carriers allow dogs to be carried alone, that is, by plane, but without being accompanied by the owner. The service is paid according to current tariffs. To carry out such a flight with a dog, you must issue a power of attorney to an airline employee and draw up an accompanying document.

An airline employee will monitor the animal during the flight. The owner is obliged to arrive at the airport 2 hours before departure and bring all the documents necessary for transporting the pet. The animal must be in a cage. The owner must wait for the plane to take off. After landing at the final destination, the animal must be picked up by the person whose details are indicated on the accompanying sheet.

Here is a subjective top with those flight directions where it will be most comfortable with a dog. We did not take Muslim countries - there religion does not even allow touching dogs and there will be many problems just with a walk on the street. We crossed out options where dog-friendly infrastructure is poorly developed - cafes, hotels and public transport for guests with dogs. We did not include those countries that require quarantine to enter, and we asked experienced dog travelers about their experience.

All of Europe is very dog-friendly. The French and Italians are crazy about dogs. Each grandmother smiled and shouted after us something like “Ma-bello-piccolino-belissimo-puffini!” Austrians are much more reserved and stingy with emotions.

We always took Archie with us when we walked around the city. In all the cafes and restaurants we were welcome and brought a bowl of water. One day I walked into a bakery with Archie in my arms, and the owner began to reprimand me something sternly, pointing her finger at the dog. I tried to apologize for entering, but she didn’t let up, caught up with me at the entrance and gestured that the dog needed water - as it turned out, she didn’t kick us out, but offered to give the dog something to drink.

We had to go to veterinarians a couple of times, and it turned out that veterinary services in Europe are very expensive - the price of a visit with prescribed medications was 150-200 euros. But the level of the clinics cannot be compared with our private clinics for people. Aromatherapy, humidifiers, the latest equipment that I have never seen. Well, excellent drugs and medicines. We also had no problems with local transport. Dogs are prohibited on buses, but small ones are allowed in bags. On trains you need a dog ticket, which costs half the price of a human ticket.

In the North, Fiona liked it almost more than in the Crimea: not a single cat, huge intelligent dogs and a lot of sand, which she ate so much on the first day that she had to hold an Internet consultation in the night, which decided: either the sand would come out or not . In the second case, there were no options, and there were no veterinary clinics at the ends of the earth either. By the power of thought and Fiona’s peristalsis, the sand finally came out on the second day, and on the third day the aurora came out. Fiona was less impressed by it than, say, moss, in which you can wallow endlessly. Or the Arctic Ocean, which is worse for her than airplanes.
